{"id":684473,"date":"2025-12-19T11:09:36","date_gmt":"2025-12-19T10:09:36","guid":{"rendered":"https:\/\/www.uges-isere.fr\/?p=684473"},"modified":"2025-12-19T11:09:36","modified_gmt":"2025-12-19T10:09:36","slug":"laeroport-grenoble-alpes-isere-toujours-dependant-de-largent-public","status":"publish","type":"post","link":"https:\/\/www.uges-isere.fr\/index.php\/2025\/12\/19\/laeroport-grenoble-alpes-isere-toujours-dependant-de-largent-public\/","title":{"rendered":"L&rsquo;A\u00e9roport Grenoble-Alpes-Is\u00e8re toujours d\u00e9pendant de l&rsquo;argent public"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><em><strong>Dans le cadre du vote de la nouvelle concession de l\u2019a\u00e9roport Grenoble Alpes Is\u00e8re, le groupe UGES d\u00e9plore une strat\u00e9gie d\u2019usages insuffisamment claire, une forte d\u00e9pendance \u00e0 l\u2019argent public, des risques financiers support\u00e9s par les contribuables, une ambition environnementale trop d\u00e9clarative et une gouvernance encore faible.<\/strong><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le 04 d\u00e9cembre 2025, les conseill\u00e8res et conseillers d\u00e9partementaux \u00e9taient appel\u00e9s \u00e0 se prononcer sur la nouvelle concession de l\u2019a\u00e9roport Grenoble Alpes Is\u00e8re, \u00e9quipement structurant mais infrastructure fragile, co\u00fbteuse, et aujourd\u2019hui au c\u0153ur de d\u00e9fis majeurs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La position du groupe UGES est r\u00e9fl\u00e9chie, argument\u00e9e, responsable. Elle s\u2019appuie \u00e0 la fois sur l\u2019analyse du contrat, sur l\u2019histoire de cette infrastructure, et sur la<strong> r\u00e9alit\u00e9 des \u00e9quilibres \u00e9conomiques, environnementaux et territoriaux<\/strong>. Oui, l\u2019a\u00e9roport joue un r\u00f4le pour l\u2019acc\u00e8s \u00e0 nos stations, pour certaines activit\u00e9s \u00e9conomiques et pour la formation a\u00e9ronautique. Mais<strong> il manque un cap clair sur l\u2019usage r\u00e9ellement de cette plateforme<\/strong> et plusieurs questions restent sans r\u00e9ponse :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>O\u00f9 est la v\u00e9ritable <strong>strat\u00e9gie \u201c4 saisons\u201d<\/strong>, concr\u00e8te, chiffr\u00e9e, articul\u00e9e avec le rail, les mobilit\u00e9s propres et le climat ?<\/li>\n\n\n\n<li>Comment garantir un \u00e9quilibre entre aviation de loisirs, d\u2019affaires, lignes commerciales et formation ? Dans un cadre qui assure <strong>coh\u00e9rence et sobri\u00e9t\u00e9\u00a0<\/strong>!<\/li>\n\n\n\n<li>Quelle politique de destinations au service des Is\u00e9roises et des Is\u00e9rois, et pas seulement du tourisme international ?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Le potentiel existe, mais les usages restent trop flous pour un engagement \u00e0 12 ans. <strong>Au niveau de la gestion\u00a0: nous avons un contrat mieux structur\u00e9, mais toujours trop favorable au concessionnaire<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le groupement<strong> EDEIS \u2013 CB Autocars<\/strong> devient l\u2019attributaire. Un acteur omnipr\u00e9sent dans les concessions, dont l\u2019exp\u00e9rience est r\u00e9elle\u2026 comme le sont aussi ses nombreux contentieux. Sa proposition est annonc\u00e9e comme plus avantageuse que celle de l\u2019op\u00e9rateur actuel, avec une contribution publique d\u00e9gressive et un partage \u00e0 50 % des investissements non r\u00e9galiens \u2013 contre 70 % aujourd\u2019hui. Mais nous restons vigilants car nous le savons bien, <strong>les avenants peuvent rapidement changer l\u2019\u00e9quilibre financier<\/strong>, comme nous l\u2019avons d\u00e9j\u00e0 vu ailleurs. Et l\u2019ajout d\u2019investissements annexes \u2013 type ENAC \u2013 peut bouleverser le budget initial. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Plus globalement, nous voyons des fragilit\u00e9s majeures dans cette nouvelle concession\u00a0:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>une <strong>d\u00e9pendance durable aux finances publiques,<\/strong> avec plus de 25 M\u20ac \u00e0 la charge du D\u00e9partement,<\/li>\n\n\n\n<li>des <strong>hypoth\u00e8ses de trafic incertaines<\/strong>, dans un contexte o\u00f9 le transport a\u00e9rien est instable et en transition,<\/li>\n\n\n\n<li>des<strong> risques financiers<\/strong> support\u00e9s par les Is\u00e9rois-es et non par le concessionnaire,<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Surtout, nous faisons le m\u00eame constat que la Cour des comptes en 2003, 2008, et encore en 2023 : <strong>les a\u00e9roports interm\u00e9diaires sont structurellement d\u00e9ficitaires et fonctionnent gr\u00e2ce \u00e0 l\u2019argent public\u00a0!<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En 2024, l\u2019a\u00e9roport a n\u00e9cessit\u00e9 1,8 M\u20ac de contribution d\u00e9partementale pour un r\u00e9sultat d\u2019exploitation de 500 000 \u20ac. Et parall\u00e8lement, les gestionnaires pratiquent des abattements de redevances pour attirer les compagnies, se privant de recettes et accentuant la d\u00e9pendance aux subventions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">D&rsquo;autre part, a<strong>u niveau de l\u2019environnement, certes l\u2019ambition est affich\u00e9e mais elle reste encore top th\u00e9orique.<\/strong> Nous partageons l\u2019objectif de d\u00e9carbonation. Mais entre l\u2019intention et l\u2019action, il manque l\u2019essentiel :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Peu d\u2019engagements chiffr\u00e9s, peu de jalons.<\/li>\n\n\n\n<li>Une d\u00e9pendance \u00e0 des technologies encore \u00e9mergentes, sans trajectoire r\u00e9aliste (\u00e9lectrique, hydrog\u00e8ne).<\/li>\n\n\n\n<li>Aucune strat\u00e9gie s\u00e9rieuse de r\u00e9duction du bruit ou des pollutions locales.<\/li>\n\n\n\n<li>Rien sur l\u2019articulation avec les mobilit\u00e9s ferroviaires et bas carbone.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Nous devons aussi regarder en face l\u2019impact carbone du mod\u00e8le touristique. La quasi-stabilit\u00e9 du trafic depuis 5 ans, tr\u00e8s loin des 470 000 passagers de 2007, n\u2019a aucun effet n\u00e9gatif sur la fr\u00e9quentation de nos stations. Les touristes \u2013 y compris \u00e9trangers \u2013 se tournent davantage vers le train. Et c\u2019est tant mieux.<strong> Dans ce contexte, continuer \u00e0 subventionner une infrastructure fortement \u00e9mettrice, avec des vols qui peuvent atteindre 250 kg de CO\u2082 par passager pour un Londres\u2013Grenoble, interroge profond\u00e9ment.<\/strong> La transition environnementale doit \u00eatre r\u00e9elle, mesurable, contr\u00f4lable. Ce n\u2019est pas le cas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>L\u2019Is\u00e8re m\u00e9rite un projet a\u00e9roportuaire qui ne se contente pas de \u00ab&nbsp;r\u00e9duire un peu&nbsp;\u00bb mais qui montre la voie de la transformation \u00e9cologique r\u00e9elle, cr\u00e9dible et v\u00e9rifiable&nbsp;!<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Au niveau social et soci\u00e9tal, l&rsquo;a\u00e9roport a un impact r\u00e9el mais une gouvernance encore trop faible.<\/strong> Oui, l\u2019a\u00e9roport contribue \u00e0 l\u2019emploi et au dynamisme touristique. Oui, les missions de s\u00fbret\u00e9 sont assur\u00e9es. Mais pour les \u00e9lus-es de notre groupe politique, il manque :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>une gouvernance associant les communes riveraines, les acteurs \u00e9conomiques, les associations environnementales ;<\/li>\n\n\n\n<li>un dispositif d\u2019\u00e9coute et de transparence pour renforcer l\u2019acceptabilit\u00e9 sociale ;<\/li>\n\n\n\n<li>des garanties sur la qualit\u00e9 de l\u2019emploi et les conditions de travail ;<\/li>\n\n\n\n<li>un cadre de suivi permettant r\u00e9ellement de rendre des comptes \u00e0 la population.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Les \u00e9lus-es du groupe \u00a0UGES se sont abstenus sur un projet insuffisamment \u00e9cologique, insuffisamment social, insuffisamment prudent financi\u00e8rement: trop d&rsquo;incertitudes majeures sur les usages et la strat\u00e9gie \u201c4 saisons\u201d, des risques persistants pour les finances publiques, une ambition environnementale encore largement d\u00e9clarative, un d\u00e9ficit de gouvernance et d\u2019acceptabilit\u00e9 sociale et une d\u00e9pendance structurelle \u00e0 l\u2019argent public que la Cour des comptes d\u00e9nonce depuis 20 ans.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Dans le cadre du vote de la nouvelle concession de l\u2019a\u00e9roport Grenoble Alpes Is\u00e8re, le groupe UGES d\u00e9plore &hellip; <\/p>\n","protected":false},"author":8,"featured_media":684474,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[347,12,393,15],"tags":[],"class_list":["post-684473","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-347","category-environnement-et-transition-ecologique","category-seance-publique-budget-primitif-2026-decembre-2025","category-seances-publiques"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.6 -
