{"id":683837,"date":"2023-11-22T15:15:03","date_gmt":"2023-11-22T14:15:03","guid":{"rendered":"https:\/\/www.uges-isere.fr\/?p=683837"},"modified":"2023-12-12T21:27:10","modified_gmt":"2023-12-12T20:27:10","slug":"tendre-vers-une-politique-structurante-en-matiere-degalite-entre-les-femmes-et-les-hommes","status":"publish","type":"post","link":"https:\/\/www.uges-isere.fr\/index.php\/2023\/11\/22\/tendre-vers-une-politique-structurante-en-matiere-degalite-entre-les-femmes-et-les-hommes\/","title":{"rendered":"Tendre vers une politique structurante en mati\u00e8re d\u2019\u00e9galit\u00e9 entre les Femmes et les Hommes"},"content":{"rendered":"\n<p><strong><em>Intervention d&rsquo;El\u00e9onore Kazazian-Balestas.<\/em><\/strong><\/p>\n\n\n\n<p>Chaque ann\u00e9e, le D\u00e9partement de l&rsquo;Is\u00e8re est dans l\u2019obligation de pr\u00e9senter, pr\u00e9alablement aux d\u00e9bats sur le projet de budget, un <strong><a href=\"https:\/\/www.uges-isere.fr\/wp-content\/uploads\/2023\/11\/Egalite-Femmes-Homme.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">rapport sur la situation en mati\u00e8re d\u2019\u00e9galit\u00e9 entre les femmes et les hommes<\/a><\/strong> int\u00e9ressant le fonctionnement de la collectivit\u00e9, les politiques qu\u2019elle m\u00e8ne sur son territoire et les orientations et programmes de nature \u00e0 am\u00e9liorer cette situation. Cette ann\u00e9e encore, les \u00e9lu-es UGES restent sur leur faim constatant une volont\u00e9 politique partielle pour porter cette politique. <\/p>\n\n\n\n<p>Depuis le 6 novembre dernier \u00e0 11h25, les femmes fran\u00e7aises travaillent gratuitement. L\u2019in\u00e9galit\u00e9 salariale et la non-reconnaissance des comp\u00e9tences des femmes dans leur travail est un v\u00e9ritable fl\u00e9au contre lequel il convient que l\u2019on continue de lutter tous ensemble .<strong> Le rapport de situation pour 2023 d\u00e9montre qu\u2019au sein du D\u00e9partement de l\u2019Is\u00e8re nous faisons mieux, c&rsquo;est un \u00e9l\u00e9ment positif qu&rsquo;il faut souligner. <\/strong><\/p>\n\n\n\n<p>Au niveau interne, le nombre d\u2019agentes parmi l&rsquo;ensemble des agents est cons\u00e9quent, 68% des titulaires. <strong>Mais qu\u2019en est-il de leur formation ? Qu\u2019en est-il d\u2019une politique interne de pr\u00e9vention contre le harc\u00e8lement ou les discriminations ?<\/strong> En tout \u00e9tat de cause, sur ces sujets par exemple, le rapport reste silencieux. Aussi, puisque le D\u00e9partement de l\u2019Is\u00e8re emploie tant d\u2019agents femmes, le groupe UGES souhaiterait aller plus loin pour elles : dans la prise en compte des douleurs menstruelles ou sympt\u00f4mes li\u00e9s \u00e0 la m\u00e9nopause par exemple. Certaines collectivit\u00e9s ont d\u2019ors et d\u00e9j\u00e0 mis en place le cong\u00e9 menstruel pr\u00e9vu par l\u2019\u00e9tat, est-ce aujourd\u2019hui un objectif du D\u00e9partement de l\u2019Is\u00e8re ?<\/p>\n\n\n\n<p>L\u2019\u00e9galit\u00e9 entre les femmes et les hommes n\u2019est pas qu\u2019une question de repr\u00e9sentation ou de salaire. Dans le rapport annuel du D\u00e9partement, se retrouvent plusieurs chiffres en mati\u00e8res de ressources humaines au sein de la collectivit\u00e9, mais qu\u2019en-est-il alors des partenaires concernant le combat pour l\u2019\u00e9galit\u00e9 entre les femmes et les hommes ?<\/p>\n\n\n\n<p>L\u2019\u00e9galit\u00e9 est inscrite dans notre devise mais elle n\u2019est pas encore effective. C\u2019est pourquoi, notre objectif collectif lorsque l\u2019on pense les politiques publiques doit \u00eatre clair : comment atteindre l\u2019\u00e9galit\u00e9 r\u00e9elle entre les femmes et les hommes ? Le rapport du D\u00e9partement n\u2019apporte que peu de r\u00e9ponses :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>On ne retrouve rien concernant les coll\u00e8ges<\/strong>, dont la gestion est une comp\u00e9tence importante des d\u00e9partements. Quelles actions avez-vous mises en place aupr\u00e8s des adolescents ? Ou encore aupr\u00e8s des agents des coll\u00e8ges ? La question de l\u2019\u00e9galit\u00e9, ou la solution de l\u2019\u00e9galit\u00e9, se doit d\u2019\u00eatre travaill\u00e9e d\u00e8s le plus jeune \u00e2ge.<\/li>\n\n\n\n<li>Qu\u2019en-est-il de la <strong>politique d\u2019achat de la collectivit\u00e9<\/strong> ? Prend-elle en compte l\u2019index de l\u2019\u00e9galit\u00e9 professionnelle ?<\/li>\n\n\n\n<li>Quelle actions pour la <strong>f\u00e9minisation du Service d\u00e9partemental d\u2019incendie et de secours <\/strong>?<\/li>\n\n\n\n<li>Quelles <strong>actions dans le monde sportif&nbsp; contre le harc\u00e8lement <\/strong>? Contre les discriminations ? Contre les agressions sexuelles ?<\/li>\n<\/ul>\n\n\n\n<p>Aussi, si nous saluions l\u2019arriv\u00e9e des nouveaux Vice-pr\u00e9sidents lors de la s\u00e9ance pr\u00e9c\u00e9dente, il aurait \u00e9t\u00e9 bienvenu de profiter de ce remaniement pour<strong> cr\u00e9er une d\u00e9l\u00e9gation \u00e0 l\u2019\u00e9galit\u00e9, qui puisse porter une v\u00e9ritable politique structurante en la mati\u00e8re. Il n\u2019en est rien.<\/strong><\/p>\n\n\n\n<p><strong>Ce rapport sur la situation en mati\u00e8re d&rsquo;\u00e9galit\u00e9 femmes-homme est finalement identique aux pr\u00e9c\u00e9dents, mot pour mot depuis plusieurs ann\u00e9es, et reste tr\u00e8s succinct<\/strong>. Pour la majorit\u00e9 d\u00e9partement l\u2019\u00e9galit\u00e9 se r\u00e9sume en 7 pages, alors que dans l\u2019Aisne par exemple, il en comporte 89 !  C&rsquo;est dire l\u2019importance que porte la majorit\u00e9 \u00e0 la lutte contre les in\u00e9galit\u00e9s entre les femmes et les hommes !<\/p>\n\n\n\n<p>Le groupe UGES en attend donc plus pour l\u2019avenir : relancer par exemple le comit\u00e9 permanent d\u2019\u00e9valuation des politiques publiques afin d\u2019\u00e9valuer le chemin qu\u2019il reste \u00e0 parcourir pour atteindre une \u00e9galit\u00e9 r\u00e9elle entre les femmes et les hommes en Is\u00e8re. <strong>Les \u00e9lu-es UGES se tiendront pr\u00eats \u00e0 travailler \u00e0 la mise en place d\u2019une v\u00e9ritable politique en mati\u00e8re d\u2019\u00e9galit\u00e9 entre les femmes et les hommes, qui puisse porter sur l\u2019ensemble des comp\u00e9tences d\u00e9partementales, et r\u00e9duire concr\u00e8tement les in\u00e9galit\u00e9s entre les Is\u00e9roises et les Is\u00e9rois.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Intervention d&rsquo;El\u00e9onore Kazazian-Balestas.
